Abstract 2013 marked a significant year for the in-depth study and implementation of the spirit of the 18th Party Congress. It was also the first year of launching the Central Plains Economic Zone Plan, as well as a crucial stage in advancing the 12th Five-Year Plan and the Three-Year Action Plan. This year focused on improving people's livelihoods and laying the foundation for building a moderately prosperous society across the province. What steps did the city take? What new developments were introduced? At the Sixth Session of the 13th National People’s Congress, Zheng Zhanyong, Director of the Development and Reform Commission of Zhengzhou City, presented the report on the implementation of the 2012 economic and social development plan and the draft for 2013. Through key themes such as “strong investment,†“overall promotion of new urbanization,†“industrial transformation and upgrading,†and “enhancing the service sector,†we can see that 2013 was a year full of opportunities and progress.
In particular, Zhengzhou placed great emphasis on industrial transformation and upgrading. With support from the rapid development of leading industries, the city aimed to accelerate industrial restructuring. Key initiatives included promoting the construction of large-scale industrial bases, such as a 500 billion yuan automobile and equipment manufacturing base, a 500 billion yuan electronic information industry base, and six major industrial clusters including bio-medicine, super-hard material-based new materials, high-end refractory material-based new materials, aluminum processing, modern food, and branded clothing and home products. The city aimed to start 74 key industrial projects with a total investment of 53.69 billion yuan. Efforts were also made to establish one national-level and two provincial-level new industrialization demonstration zones, along with nine key projects like the Digital Zhengzhou initiative and the intelligent urban management project. Additionally, 40 provincial R&D centers and 2 national-level ones were planned, alongside the creation of 8 new incubators. The goal was to increase the number of five well-known Chinese trademarks, 50 famous local trademarks, and 30 brand-name products, further strengthening the city's economic competitiveness.
