The Ministry of Commerce shall, based on the relevant provisions of the Regulations of the People's Republic of China on Anti-dumping, examine the qualifications of applicants, investigate relevant conditions of imported products, relevant conditions of similar products in China, investigate the impact of imported products on domestic industries, and the relevant conditions of the countries applying for investigations. Others were reviewed. At the same time, the Ministry of Commerce reviewed the evidence provided in the application concerning dumping, damage, and the causal relationship between dumping and damage. The preliminary evidence provided by the applicant showed that the sum of the monobutyl ether production of ethylene glycol and diethylene glycol of Applicant Dana (Nanjing) Chemicals Co., Ltd. accounted for the total of the same category of Chinese products in the same period in 2009, 2010 and 2011. More than 50% of production is in compliance with the provisions of Articles 11, 13 and 17 of the “Regulations of the People’s Republic of China on Anti-dumping Regulations” concerning the filing of anti-dumping investigations by domestic industries. At the same time, the application contains the contents required for the anti-dumping investigation and the relevant evidence provided for in Article 14 and Article 15 of the Anti-dumping Regulations of the People's Republic of China.

Based on the above review results and Article 16 of the Anti-Dumping Regulations of the People's Republic of China, the Ministry of Commerce decided to initiate anti-dumping against imported ethylene glycol and diethylene glycol monobutyl ether originating in the United States and the European Union starting on November 18, 2011. I. Case investigation and investigation period Since the publication of this announcement, the Ministry of Commerce has conducted anti-dumping investigations on imported ethylene glycol and diethylene glycol monobutyl ether originating in the United States and the European Union. Diethylene Glycol Monobutyl Ether: colorless transparent liquid, slightly scented, relative density (20°C/20°C) 0.9536, boiling point 230.4°C, flash point (opening) 93°C, exposure to open flame, high heat and strong oxidants risk of burning . Soluble in water, ethanol, **, benzene and other organic solvents, low toxicity. Can dissolve fats, natural resins, nitrocellulose, etc.

Main Applications: Monobutyl ethers of ethylene glycol and diethylene glycol are widely used as solvents in water-based paints, and also as solvents for *****, alkyd resins and phenolic resins modified with maleic anhydride. Generally used as a paint, especially nitro spray paint, can prevent fog, wrinkle, improve the gloss and fluidity of the coating; Also used as a metal cleaner, paint remover, lubricant remover, auto engine detergent, dry cleaning solvent , Epoxy resin solvents, drug extractants, pesticide dispersants, oil dispersion mutual solvents for printing inks, cutting oils, and fiber oils; also used as ink pad, inks, stamping inks, stamping inks, varnishes, printing inks, and stamps. Solvents such as resins, stabilizers for latex paints, evaporation inhibitors for aircraft coatings, and surface processing improvers for high temperature baking enamels.

3. The registration responds to a dumping investigation.
