According to the EU Directive concerning the Use of Certain Epoxy Derivatives in Food Packaging, each member country shall prohibit the use of such food packaging as specified in the directive, including food can coatings and foods containing substances such as BADGE and NOGE. Packaging adhesives are also prohibited from importing canned products containing such ingredients into the EU market.
The bisphenol A diglycidyl ether (BADGE) and derivatives thereof specified in the EU Directive include: BADGE, BADGE H2O, BADGE HCL, BADGE 2HCL, and BADGE H2O HCL. According to the EU Directive, the total amount of the above substances shall be transferred to <1mg/kg; the method of detection shall be conducted in accordance with EU directives, and packaging materials containing the above BADGE substances shall be prohibited from January 1, 2006.
The bisphenol F diglycidyl ether (BFDGE) and derivatives thereof specified in the EU Directive include: BFDGE, BFDGE H2O, BFDGE HCL, BFDGE 2HCL, and BFDGE H2O HCL. According to the EU Directive, the total amount of the above substances shall be less than 1mg/kg; packaging materials containing BFDGE substances shall be prohibited from January 1, 2005.
The EU directive prohibits the use of NOGE (Novolac Glycidyl Ether) as an additive to produce food packaging materials.
The EU bans the use of such food packaging materials for the following reasons:
1. When using BADGE (bisphenol A diglycidyl ether) and NOGE (Novolac glycidyl ether) as additives to produce food packaging materials, the food safety of the material was questioned.
2. The European Commission’s market test results showed that in some packaged foods, the content of BADGE and its derivatives such as BADGE H2O, BADGE HCL, BADGE 2HCL, and BADGE H2O HCL is extremely high.
3. The EU Food Science Council reviewed the available data on BFDGE (bisphenol F diglycidyl ether), which is very similar to the corresponding data obtained for BADGE (bisphenol A diglycidyl ether).
4. The EU Food Science Council believes that the use of NOGE (glycidyl ether novolac) as an additive in food contact packaging materials and containers is not suitable because it may migrate into food when used.
5. If NOGE is used in food contact packaging materials, containers, surface coatings and adhesives, strict limits should be established. However, before sufficient scientific risk assessment data and its detection methods in foods have been provided, the use of such substances as additives should be suspended in principle.
6. Prior to this, certain member states of the European Union banned the use of BADGE, BFDGE and NOGE as raw materials for food packaging and containers.
7. BADGE, BFDGE and NOGE are used in packaging materials, packaging containers and surface coatings (eg varnishes, enamels, coatings and adhesives) and should be uniformly managed within the EU to avoid hazards to human health and logistics.
