Emergency response plans are categorized based on the scope, location, and nature of potential accidents. In China, the emergency system is structured into five levels: Level I (Enterprise-level), Level II (County or Community level), Level III (Regional or Municipal level), Level IV (Provincial level), and Level V (National level). Each level plays a specific role in ensuring that the right resources and strategies are deployed at the appropriate time.

Emergency plans can also be classified into different types depending on their purpose and target audience. These include the Emergency Action Guide or Checklist, the Emergency Response Plan, the Mutual Aid Emergency Plan, and the Emergency Management Plan. Each type serves a unique function in managing various types of crises effectively.

A comprehensive emergency plan should include several key elements. These include defining the organizational structure and responsibilities, conducting hazard identification and risk assessments, establishing communication procedures and alarm systems, ensuring availability of emergency equipment, assessing emergency capabilities, outlining protective measures, managing public information and education, planning recovery actions, organizing training and drills, and maintaining the plan over time.

The file system of an emergency plan is crucial for its implementation and effectiveness. It typically consists of four levels: Level 1 – General Plan, Level 2 – Programs, Level 3 – Instructions, and Level 4 – Records of Emergency Operations. A well-structured document system ensures that all aspects of the plan are clearly defined and accessible when needed.

In addition to these components, a complete emergency plan should also cover an overview of the plan, prevention procedures, preparation steps, basic and special emergency protocols, and recovery processes. This ensures that all stakeholders are fully prepared and capable of responding efficiently to any emergency situation.
